This is METAAAAA! Proposal: If a rules proposal has cleared a 70% threshold one way or the other (Yes/No) after two full weeks - or one full season, whichever is faster - have passed, that matter is settled.

I do just want to flag that this passing would require a suspension for the author of this proposal
