Q - those that have the stip "Can play PG" can't be delegated to the NDL correct?

Believe this is the case for Nunn and Bonga/Bruce Brown
@SoNicks @The Transfer Portal believe the precedent was Teodosic and Nando de Colo not being able to go down/were recalled immediately or whatever

I would defer to
@ashes directly but as I recall it, at one point he stated that players with stips can't go to the NDL unless their stip pertains specifically to the NDL (I think his reasoning was that he balances the game/players with various stips for specific reasons) -- I can see the "can play PG" stip being non-consequential for long-term competitive balance/player dev, so could see it being worth an exception -- but because there's a precedent in the other direction (and obviously it's not my job to make rulings, just to monitor player recalls/delegations) the commish needs to be the one to make that call
