I voted no for now, but if there's ...
1. Increase of the trade cap! (To Hoff's point - this is an important one IMO and would make the trade market more dynamic)
2. Moderate increase of the threshold (To R B's point)
3. A few-year delay in implementation (which seems like the plan anyway)
... then I'd definitely reconsider.
Not huge on the rolling average, though I respect that point. It feels like what the "challenge system" will look like in MLB: instead of fully solving the problem you might incidentally create a sub-strategy that people could exploit. I'd prefer a threshold where everyone is comfortable instead.
