Yurt is fine but based on precedent Bailey needed to be delegated ahead of TC

having said that I would be fine only enforcing the hard TC delegation deadline for guys who go from diminished to non-diminished (rare cases), other than those situations I don't think it matters, will leave it to @ashes to decide

doesn't matter to me, if he had gone to B B in TC, then ineligible
