HC (Penalty) - Chicago Bulls and New York Knicks

Chicago Bulls - $86,759,202
New York Knicks - $84,531,923 (8 Players on Roster)

Hard Cap Penalties only become enforceable during the start of each season. What this means: If you are over the Hard Cap during the off-season, you have until 24-hours after Training Camp is posted to officially get under. Because of this additional leeway, transactions that are intended to cause a team to duck under the Hard Cap must be FULLY EXECUTED by this deadline, with no exceptions (for example: a team trading an MLE on day-30 to get under the HC doesn’t suffice.... a transaction waiting on other trades that haven’t been executed would not suffice). Additionally, contract buyouts for the new league year may not start until after regular season sim 1, which prevents a team from circumventing the rules and buying out 4 players - two before tc, two right after - to duck the cap. During season, the Hard Cap rules remain the same: a team has the same 48-hours to duck the cap before the penalties are enforced.


I am inclined to enforce the penalty here. TC was 2 days ago. I do understand that the offseason dragged and there was a period of unprocessed transactions (however I do also feel this gave teams MORE time to ensure their cap).

In the case of the Bulls, I am inclined to be more lenient because they were unaware IND used their space (and not the only team to be affected by that fact). However, I do think it is a GM's responsibility to be aware of their cap, and even though there was debate around Parker's contract, I approved it 2 days ago, and I feel like the extra +$6M had to be on the mind given the attempted moves made. In my mind, I feel it is appropriate to reverse the Parker frontload.

In the case of the Knicks, I feel like a penalty is warranted. "Because of this additional leeway, transactions that are intended to cause a team to duck under the Hard Cap must be FULLY EXECUTED by this deadline, with no exceptions" I personally feel like buying out a player 5 days ago, then making no moves, no bids, and carrying into the start of the season with 8 players is an attempt to duck the HC. Given the extended timeframe of this offseason, I feel there was ample time to remedy this.

My initial thoughts are:

Chicago Bulls - Tony Parker frontload is cancelled.
New York Knicks - Loss of 2 1sts, MLE/LLE/Birds, JR Smith to waivers

I do not know of any extenuating circumstances here, so I'm leaving this here for now. I am also running late for work, so I have to go!

To further clarify real quick, there is essentially no remaining cap space in the league and I feel like willfully not filling your roster shouldn't be allowed and falls under the already established rule.

I will of course comply with whatever the league thinks is fair.

I don't think this is fair in my case - I took lots of steps to make sure I was not caught over the cap and didn't realize that the penalty would be enforced immediately upon trades being processed (or unable to be processed). All I have to do to get under the cap is buy out Speedy, which I am very much prepared to do and would have done instantly if I knew there wasn't going to be a warning message, as there have been for every other hard cap violation.

Un-frontloading the TP contract isn't the end of the world obviously and it's an advantage that I'm only getting (or was only getting) because this is the first time we're implementing the rule - but I was under the understanding that the purpose of HC rules was to make sure we're all conscious of the HC and taking steps to constantly comply, not to catch people who made a mistake and penalize them because it wasn't remedied within 3 hours of the mistake being made known

My counter to that is this isn’t your first rodeo with how the offseason HC rules are since the change. The precedent of 24 hrs after TC is well-established by now.

And several other TC posts with me pointing out the same. I get the frustration, but I honestly thought my solution/“penalty” for you was more than fair. I am more on the fence about the Knicks because I don’t know what’s going on with Nav.

If Nav was busy/out of town and told me and I just forgot, then my bad! But I think at the very least losing Smith to waivers is needed here.

For sure - but while last time I basically was right up to the buzzer, this time I tried to do the work early and get ahead of it and just made a mistake by not going back far enough in the trades board to validate the Pacers' cap (though I did look to make sure it was good with the most recent 3 team deal). If that kind of mistake is worthy of punishment, or if the fact that I was close to HC penalty a few seasons ago somehow amplifies this infraction despite them being independent scenarios, so be it - I just don't personally feel like that's reasonable (my obvious bias understood).
