HC (Penalty) - Chicago Bulls and New York Knicks

Chicago Bulls - $86,759,202
New York Knicks - $84,531,923 (8 Players on Roster)
Hard Cap Penalties only become enforceable during the start of each season. What this means: If you are over the Hard Cap during the off-season, you have until 24-hours after Training Camp is posted to officially get under. Because of this additional leeway, transactions that are intended to cause a team to duck under the Hard Cap must be FULLY EXECUTED by this deadline, with no exceptions (for example: a team trading an MLE on day-30 to get under the HC doesn’t suffice.... a transaction waiting on other trades that haven’t been executed would not suffice). Additionally, contract buyouts for the new league year may not start until after regular season sim 1, which prevents a team from circumventing the rules and buying out 4 players - two before tc, two right after - to duck the cap. During season, the Hard Cap rules remain the same: a team has the same 48-hours to duck the cap before the penalties are enforced.
I am inclined to enforce the penalty here. TC was 2 days ago. I do understand that the offseason dragged and there was a period of unprocessed transactions (however I do also feel this gave teams MORE time to ensure their cap).
In the case of the Bulls, I am inclined to be more lenient because they were unaware IND used their space (and not the only team to be affected by that fact). However, I do think it is a GM's responsibility to be aware of their cap, and even though there was debate around Parker's contract, I approved it 2 days ago, and I feel like the extra +$6M had to be on the mind given the attempted moves made. In my mind, I feel it is appropriate to reverse the Parker frontload.
In the case of the Knicks, I feel like a penalty is warranted. "Because of this additional leeway, transactions that are intended to cause a team to duck under the Hard Cap must be FULLY EXECUTED by this deadline, with no exceptions" I personally feel like buying out a player 5 days ago, then making no moves, no bids, and carrying into the start of the season with 8 players is an attempt to duck the HC. Given the extended timeframe of this offseason, I feel there was ample time to remedy this.
