New Tanking Rule - Starting Next Season

It hasn't really been clarified before this, so it's not a big deal, but moving forward I expect there to be some level of proper roster spots being filled. Need big men. They can be generic mediocre to bad FA level big men, but creating a lack of big men depth and filling it with bad rebounding guards will not be allowed.
