it was practically a tie for all the reasons above about both GMs.
wes navigated a tough situation after losing both shabazz (bullets best player last year) and jordan hamilton to a rare day1 MLE. wes was left without a bird player and near zero ability to create salary. Any then gets hurt mid season and Wes tactical made the right moves and in his style - incredibly cheap.
kipke did an amazing job. the man had a sharp turnaround after getting screwed by the LaMelo stip - wheeling and dealing his way to best record in the west. it was really close but wes nifty mid season moves/ Lin move / Lin playoff strategy moved the needle just enough for me

GMOTY - 2022/23
GREAT debate this year. I was close between Kipke and Wes. Went Kip by a HAIR.
Wes made some really nice moves but I also think there was some product of a slower rebuild whereas Kipke completely flipped the switch in one year using all his assets he'd accumulated while keeping a pretty clean cap sheet moving forward. I probably slightly went Kipke higher as well for using more space and wonder if Wes had a little more meat on the bone he could've found leading into this great team he's got. Lastly, my final separating factor was us calling this a regular season award and Denver had 9 more wins. Not bagging Wes at all just clarifying why I gave Kip the slight edge (plus my love for the Embiid trade).
Props to Matt (not really sure how he's not going to win after that season but also it somehow makes sense) - helluva year but gets the ol' penalty for not being bad enough the year before.

Voted Wes, i was massively out of touch this season but just tuned back in and was extremely surprised with wes' performance based on all the roadblocks he had: losing ant, having no trade space with the lack of birds, missing some role players. kid made some moves and ended up smacking the 2nd seed in the east (easy ass conference so didnt take that into consideration). Shoutout Kipke though he made some ballsy moves this offseason and dominated the west

quady also deserved some love. what a season. i think the new proposal will help make GMs more aware of each GMs “story” / YoY or sim over sim changes
